Best AI Agent Development Company in USA: Top 10 Compared (2026)

Illustration of a US map with ten pins, representing the best AI agent development company in USA comparison

Search for the best AI agent development company in USA and you get a page of top-10 lists written by the companies on them. This guide read 14 vendor-written lists that appear in search results for this query. Thirteen put the publisher, or its own product, first. Only one carried a clear conflict-of-interest note.

Most also skip the facts a buyer needs: where the firm is headquartered, where its engineers sit, what it charges, and the smallest project it will take. At least one firm that appears on several "USA" lists shows only an India office on its own contact page.

This comparison works differently. Every company figure below comes from the firm's Clutch profile or its own website, read on October 10, 2026. Market figures come from the sources listed at the end. Our own company is on the list too, in last place and labeled as not US-based.

Quick answer: the top 10 at a glance

There is no single best firm. The right one depends on your budget, your compliance needs and where you want the engineers to sit. On public evidence, NineTwoThree AI Studio and Azumo disclose the most. Intuz, Azumo and Qubika have the lowest listed minimums among the US-headquartered firms ($10,000+). Qubika is the only one stating both SOC 2 Type 2 and ISO 27001.

Rates and minimums are the bands each firm lists on Clutch. Treat them as a starting range, then ask for a written quote. The six public checks are explained in the next section.

How this list was ranked, and our conflict of interest

Disclosure first. Programmers Venture publishes this guide and is based in Lahore, Pakistan. We are not a US company. We are included because many US buyers hire offshore teams, and we scored ourselves on the same six checks as everyone else. That put us in a five-way tie, which the tie-break rule below resolves against us.

Who qualified. A firm had to be a services company that builds custom agents for clients. It also needed a dedicated AI agent service page and a US headquarters, shown on its own site or labeled on Clutch. Our own entry is the one exception to the headquarters rule. Model labs, agent platforms, and firms whose listed head office is outside the US were left out.

The order is a transparency ranking, not a quality ranking. Nobody at this publication hired or tested these firms. The order reflects how much each one discloses in public, because that is the only thing a reader can check before a sales call. A lower position does not mean weaker engineering.

The six public checks

Public checkWhat counted as a yes
1. US headquartersStated on the firm's own site, or labeled HQ on Clutch
2. Agent service pageA dedicated page for AI agent or agentic AI work
3. Frameworks namedThat page names agent frameworks or protocols, not only model names
4. Named-client AI caseA public case study naming the client and describing an AI or LLM system
5. Prices publishedAny price figure for AI work or rates on the firm's own site
6. Security attestation claimedSOC 2 or ISO 27001 stated in text, or on a badge that names the report type. Scored half where the firm's own page says current status is confirmed on request

Limits of this method. All security claims are self-reported; no audit report or certificate was opened. Outcome figures in case studies are vendor-reported. The named-client check used a broad definition. Under a stricter one, a named client for a system the vendor itself describes as agentic, only NineTwoThree and Intuz clearly pass.

Agency, platform or model lab: which do you need?

An AI agent development company is a services firm that designs, builds and maintains custom agents inside your own systems. It is a different thing from a model provider or an agent platform, yet several ranking "top company" lists mix all three.

Illustration comparing model labs, agent platforms, development agencies and in-house teams
Figure 1. Four ways to get an AI agent built: a model lab, a platform, an agency or your own team.

In-house teamYour own hiresYour engineersAgents are core to your productHiring time, and you carry the whole learning curve

Who this guide is for: buyers in the third row. If a platform already does your job, buy the platform. It will be cheaper and live sooner.

A point most lists skip: you may not need an agent at all. Gartner's own guidance is to use agents where decisions are needed, plain automation for routine workflows, and assistants for simple retrieval (Gartner, June 2025). A fixed pipeline with one model call in the middle is cheaper and far easier to test. A good vendor will say so before quoting.

Top AI agent development companies in USA: nine US firms, plus our own offshore entry

Each entry lists only what the firm's own pages or its Clutch profile showed on October 10, 2026. Outcome numbers are vendor-reported and were not checked independently.

1. NineTwoThree AI Studio

Best for: established and enterprise companies with more than $100,000 to spend.

  • Listed facts: Clutch lists the HQ in Danvers, MA (the firm's own footer says Boston). Founded 2013, 50โ€“249 staff, 4.9 from 41 reviews, $100โ€“149 per hour, $100,000+ minimum.

  • Agent work: the service page names Model Context Protocol. Protect Line is a lead-qualifying insurance chatbot built as a proof of concept with several LLMs, RAG and a LangChain ReAct bot. FanDuel is an LLM chatbot with a custom voice.

  • Pricing: its own FAQ puts enterprise agent projects at roughly $150,000 to $600,000.

  • Security: states SOC 2 Type 2.

  • Not ideal if: you want a small first pilot. This is the highest entry cost on the list.

2. Azumo

Best for: buyers who want a US-headquartered firm with nearshore engineers at lower rates.

  • Listed facts: HQ in San Francisco, CA, with delivery from nearshore teams across Latin America. Founded 2016, 50โ€“249 staff, 4.9 from 27 reviews, $25โ€“49 per hour, $10,000+ minimum.

  • Agent work: the service page names LangGraph, CrewAI, AutoGen, LangChain and LlamaIndex. For Angle Health it built an LLM system that reads RFP tickets and drafts insurance quotes, cutting cycle time from 45 to 5 minutes (vendor-reported).

  • Pricing: $499โ€“$899 per "Delivery Unit", a unit the firm defines on its pricing page. There is no agent-specific price.

  • Security: states SOC 2. Current pages do not give the report type; a 2023 announcement described Type 1.

  • Not ideal if: you need onshore engineers. Ask which SOC 2 report is current.

3. Intellectyx

Best for: enterprises whose agent project is mostly a data project.

  • Listed facts: HQ in Pasadena, CA, with a Denver office. Clutch also lists Coimbatore, India, and mentions India delivery centers. Founded 2010 per its own site, 4.9 from 10 reviews, $25โ€“49 per hour, $25,000+ minimum.

  • Agent work: the service page shows LangChain, LangGraph, AutoGen and CrewAI in its stack. The named case, Waterford Technologies, is a helpdesk chatbot using RAG and Llama 2. No outcome figure is published.

  • Pricing: it says most enterprise engagements start with a pilot of $75,000 to $150,000.

  • Security: shows SOC 2 and HIPAA badges. Its own security page says it will confirm current status on request, so ask.

  • Not ideal if: you rely on review volume. Ten Clutch reviews is the fewest among the US firms here.

4. Intuz

Best for: a first single-workflow agent, with price tiers you can read before a call.

  • Listed facts: HQ in San Ramon, CA, with a San Francisco office. Engineering is in Ahmedabad, India, with onshore engagement leads. Founded 2008, 50โ€“249 staff, 4.8 from 54 reviews, $50โ€“99 per hour, $10,000+ minimum.

  • Agent work: the service page names LangGraph, CrewAI, AutoGen, LangChain, Semantic Kernel, LlamaIndex and MCP, plus LangSmith and Langfuse for tracing. Careonix is an agentic fax-intake and order system; order processing fell from 5 minutes to 30 seconds (vendor-reported).

  • Pricing: consultation $5,000โ€“10,000; single agent $15,000โ€“40,000; integration or multi-agent $40,000โ€“150,000; support $8,000โ€“25,000 a month.

  • Security: describes HIPAA and GDPR practices. No SOC 2 or ISO 27001 attestation is claimed on the pages read.

  • Not ideal if: procurement requires an attestation report, or you need onshore engineers.

5. Markovate

Best for: enterprises in manufacturing, construction, healthcare, insurance and real estate.

  • Listed facts: Clutch labels the HQ as San Francisco, CA. The firm's own contact page lists Schaumburg, Toronto, Gurugram and San Francisco. Founded 2015, 50โ€“249 staff, 5.0 from 12 reviews, $50โ€“99 per hour, $50,000+ minimum.

  • Agent work: the service page names models, not agent frameworks. NVMS combined image classification with a GPT-based SMS chatbot; inspection time fell 70% (vendor-reported). Its ERP agent case study does not name the client.

  • Pricing: no rate card. A blog cost guide gives market estimates of $20,000 to $300,000+.

  • Security: states ISO/IEC 27001:2022.

  • Not ideal if: your budget is under $50,000.

6. Vention

  • Listed facts: HQ in New York, NY. Its locations page says engineering is concentrated in Poland and Lithuania. Founded 2002 per Clutch, 1,000โ€“9,999 staff, 4.9 from 103 reviews (the most on this list), $50โ€“99 per hour, $50,000+ minimum.

  • Agent work: the service page lists spec-driven development tooling rather than agent frameworks. The named case, EliseAI, covers engineering support for the client's own AI leasing product, including AI-powered automatic replies.

  • Pricing: none published. There is a project cost calculator.

  • Security: states ISO 27001.

  • Not ideal if: you want one small agent, or a named agent build as proof before talking.

7. Qubika

Best for: Databricks-centered enterprises with strict security review.

  • Listed facts: HQ in Austin, TX, opened in 2016 per its own timeline. The firm was founded in Uruguay and delivers from Montevideo and Cali. 250โ€“999 staff, 4.9 from 62 reviews, $50โ€“99 per hour, $10,000+ minimum.

  • Agent work: the service page names LangGraph, LangChain, Databricks Mosaic AI, Agent Bricks and MLflow. No agent case study with a named client was found; its financial-analyst agent report describes an unnamed investment firm.

  • Pricing: none published.

  • Security: states SOC 2 Type 2 and ISO 27001, with a public trust page.

  • Not ideal if: you want a named reference up front. Ask for one on the first call.

8. HatchWorks AI

Best for: mid-market teams that want nearshore engineers in US time zones.

  • Listed facts: Clutch labels the HQ as Atlanta, GA. Offices include Chicago, Dallas, Costa Rica, Colombia and Peru. Founded 2016, 250โ€“999 staff, 4.9 from 29 reviews, $50โ€“99 per hour, $25,000+ minimum.

  • Agent work: the agentic automation page names partners (Anthropic, Google Cloud, Databricks, OpenAI), not frameworks. For Aero Star Aviation it built a RAG and text-to-SQL assistant for maintenance technicians on Google Cloud.

  • Pricing: none published.

  • Security: shows a SOC 2 Type 1 badge.

  • Not ideal if: you need a SOC 2 Type 2 report today. Ask whether one is available.

  • Listed facts: HQ in Orlando, FL, with a Bay Area office. Founded 2003, 250โ€“999 staff, 4.9 from 28 reviews, $50โ€“99 per hour, $25,000+ minimum.

  • Agent work: the service page lists chatbot platforms such as Dialogflow, Rasa and Botpress, not agent frameworks. NextLPC uses GPT-4-based avatars for psychotherapy exam students. Dr. Truman is a health-advice avatar and chatbot.

  • Pricing: a basic agent at $20,000โ€“60,000; complex builds at $50,000โ€“200,000 or more.

  • Security: says its agents comply with GDPR, HIPAA and CCPA. No attestation is claimed.

  • Not ideal if: you want proof of back-office, multi-system agents. The public cases are conversational assistants.

10. Programmers Venture

Best for: startups and small businesses that want experienced engineers at offshore rates and will accept a non-US vendor.

This is our own entry, so read it with more skepticism than the rest.

  • Listed facts: based in Lahore, Pakistan. Its own site says it builds for clients in the US and Europe. Founded 2019, 10โ€“49 staff. The Clutch profile has no reviews yet and lists $25โ€“49 per hour with a $1,000+ minimum. In place of reviews, the founder's individual Upwork profile shows Top Rated status, 100% Job Success and 47 jobs.

  • Agent work: the agentic AI development services page names LangGraph, OpenAI Agents SDK, CrewAI, AutoGen and MCP. The one named-client AI case, FireVideos.AI, is a script generator on the OpenAI API and is not an agent. The Pegasus case study has voice and browser agents, but that client is not named.

  • Pricing: published hourly rates of $30โ€“38 for AI engineers, a typical fixed-scope MVP at $8,000โ€“25,000, and a 20-hours-a-week minimum on hourly work.

  • Security: no attestation claimed.

  • Not ideal if: you need a US-based vendor, third-party reviews, or a SOC 2 report.

What AI agent development services cost in the USA

Published prices from the firms in this guide run from $8,000 for a fixed-scope MVP (our own figure) and about $15,000 for a single-workflow agent, up to $600,000 for an enterprise program. Clutch's review data adds a wider benchmark: most AI development projects fall between $10,000 and $49,999, yet the average is $120,594.55 (Clutch AI pricing guide, updated September 2026).

IntuzOngoing support$8,000โ€“25,000 a month

All figures are from each firm's own website on October 10, 2026. They are starting points, not quotes.

Two things the numbers show (our analysis):

  • The average misleads. When the most common project is under $50,000 and the average is over $120,000, a few large programs are pulling the average up. Budget from your scope.

  • Hourly rate is a weak guide to total cost. Clutch shows most AI firms at $25โ€“49 an hour and US firms at $50โ€“99. Yet among the nine US-headquartered firms, minimum projects range from $10,000 to $100,000 with little link to the hourly band.

Onshore, nearshore or offshore

"US-headquartered" tells you where the contract and the account lead sit. It does not tell you where the code is written. Six of the nine US-headquartered firms here state that engineering or delivery happens outside the US: in India, Latin America, Poland or Lithuania. That is a normal model and often a sensible one. It simply belongs in your comparison, so ask every vendor for the city and working hours of each named engineer.

Engagement models

ModelHow you payFits whenMain risk
Fixed priceAn agreed price for a written scopeThe scope is clear, such as a defined pilotChange requests, or a price padded for uncertainty
Time and materialsHourly, against tracked timeThe scope will change as you learnOpen-ended spend without a cap
Dedicated teamMonthly, per engineerYou have a roadmap beyond the first releasePaying for idle capacity
Staff augmentationOne engineer joins your teamYou have a technical lead and need one skillYou carry delivery risk yourself

Ask for running costs as separate lines. Model usage, hosting, monitoring and maintenance continue for as long as the agent runs, and a single lump sum hides them. For a full breakdown by project type, see our guide to AI agent development cost in 2026.

How to vet a custom AI agent development company

Vet on evidence the vendor cannot rehearse: your own inputs, a failure case, and written answers to the same questions from every candidate.

Illustration of a nine-item checklist for vetting an AI agent development company
Figure 2. Send every vendor the same nine questions and compare the written answers.
  1. Write a one-page brief. State the task, the systems it touches, the cost of a wrong answer, and how you will measure success.

  2. Shortlist three firms. Use the table above to match budget, delivery location and compliance needs.

  3. Send all three the same questions. Use the question bank below and ask for written answers.

  4. Ask for a live run on your inputs. Include one case with missing data and one where a connected system is down.

  5. Read the evidence. Request the security report, a reference client, and a sample of production traces.

  6. Run a short paid pilot. Agree a pass mark in writing before work starts.

  7. Settle ownership and exit terms before the main build.

The RFP question bank

Copy these into your request for proposal. The weak and strong answers are illustrations written for this guide, not quotes from any vendor.

Ask every vendorA weak answer sounds likeA strong answer includes
Which part of our process would you not hand to an agent?"Agents can handle all of it."A named step better served by a rule or a script, with the reason
Show us an agent failing safely.A polished run with perfect inputsA live run with a missing field or a tool outage, showing the retry, the stop and the alert
How will you measure wrong answers?"The model is very accurate."A test set built from your real cases, scored on every change, with an agreed pass mark
What do you trace in production?"We monitor it."Inputs, tool calls, cost and latency logged per run, and a named person who receives alerts
Where do the engineers sit?"We're US-based."A city and overlap hours for each named engineer, and one day-to-day lead
Draw our data's path to the model and back."It's secure and compliant."Each provider named, retention terms stated, and who can read production data
What do we own at handover?"You own the deliverables."Code, prompts, test sets and configuration assigned in writing, running in your cloud accounts
What will it cost to run each month? One build priceSeparate lines for model usage, hosting, monitoring and maintenance, with volume assumptions
Which SOC 2 report do you hold?A badge on the websiteReport type, audit period and auditor, shared under NDA

Why the third question matters most. In LangChain's survey of 1,340 practitioners, quality was the top barrier to production at 32%. Nearly 89% had observability in place, but only about 52% ran offline evaluations (LangChain, State of Agent Engineering, fielded November to December 2025). The sample is LangChain's own audience, so read it as a signal. Watching an agent is common. Testing it against known cases is where vendors differ.

Red flags

  • A firm price on the first call, before anyone has seen your data.

  • Accuracy described in adjectives, with no test set.

  • A demo that never shows a failure.

  • A system that would run in the vendor's cloud accounts and under its API keys.

  • "Certified" or "compliant" with no report type, period or date.

  • Guaranteed return on investment.

  • No clear answer on where the engineers sit.

Contract terms: who owns what

ItemGet this in writing
CodeAn assignment of copyright to you. Under US law, commissioned software is not automatically a "work made for hire" (US Copyright Office, Circular 30)
Prompts, test sets, fine-tuned weightsEach one named as a deliverable. Standard software contracts often leave them out
Accounts and keysThe system deployed in your cloud accounts with your model API keys from day one
DataWhich providers receive your data, and their retention and training terms
Health dataA written business associate agreement before any protected health information is shared (HHS)
Security evidenceThe SOC 2 report type and period. Type 1 covers control design at one date; Type 2 covers how controls operated over a period
Agent-specific risksHow the design handles the OWASP Top 10 for Agentic Applications, such as goal hijack and tool misuse
AcceptanceThe pass mark on the agreed test set
ExitA handover session, documentation and a notice period

This is a buyer's checklist, not legal advice. Have your own counsel review the contract.

Enterprise AI agent development company or startup shop: which fits?

Match on two things first: the minimum project a firm will take, and the evidence your organization must see before signing.

Your situationStart withWhy, from public facts
Enterprise, regulated, budget above $100,000NineTwoThree AI Studio, Qubika, VentionEach states a third-party attestation in text, and two have 60 or more Clutch reviews
Mid-market, $25,000โ€“100,000HatchWorks AI, Markovate, Biz4GroupMinimums of $25,000 to $50,000. HatchWorks states nearshore teams in the Americas
Enterprise pilot built on your data estateIntellectyxPublishes a pilot range of $75,000โ€“150,000
First agent, under $50,000Intuz, Azumo$10,000+ minimums; Intuz prices a single agent at $15,000โ€“40,000
Tight budget, offshore is acceptableProgrammers Venture$1,000+ minimum and published rates of $30โ€“38 an hour for AI engineers

When this table does not apply. If you handle health or regulated financial data, filter on security evidence before price. If you already have a technical lead and only lack one skill, staff augmentation is usually cheaper than a project team; you can hire AI engineers by the hour for that.

Start smaller than the sales deck suggests. McKinsey's 2026 survey of 1,719 respondents found 40% of those at organizations with over $1 billion in revenue scaling AI agents, against 22% at smaller ones (McKinsey, August 2026). Gartner predicts more than 40% of agentic AI projects will be canceled by the end of 2027, citing cost, unclear value and weak risk controls (Gartner, June 2025). The same firm expects 40% of enterprise applications to include task-specific agents by the end of 2026 (Gartner, August 2025). Both can be true: adoption is rising, and many first attempts will not survive. A narrow pilot is how you find out cheaply which side you are on.

Score your finalists: a 100-point scorecard and a two-week pilot

Our six public checks cover only what a website can show. The scorecard below adds what you learn from written answers, a reference call and a pilot. The weights are a suggested starting point, so change them to fit your risk.

Frequently asked questions

What company has the best AI agents?

It depends on whether you want a product or a custom build. Model providers and platforms sell ready-made agents and tools. Development companies build agents around your own systems. For custom work, the comparison above shows which US-headquartered firms disclose the most about reviews, prices and security.

Who are the big 4 AI agents?

There is no official "big 4". The phrase is used loosely online, usually for large model or platform providers. Those companies sell tools. If you want someone to build a custom agent inside your systems, a development company is the relevant category.

What is the minimum budget to hire an AI agent development company in the USA?

Among the nine US-headquartered firms in this guide, the lowest minimum project listed on Clutch is $10,000 and the highest is $100,000. Published single-agent prices start at about $15,000 to $20,000. Running costs for model usage, hosting and maintenance come on top of the build.

How long does it take to build an AI agent?

Clutch reviews put the typical AI development project at 10 months. A first single-workflow agent is usually far shorter. Estimates on vendor pages in this guide run from a few weeks for one agent to six months for larger builds. Treat any timeline as a claim until it is tied to a written scope and a pass mark.

What is the difference between an AI agent and a chatbot?

A chatbot answers questions. An agent decides what to do next, calls tools or APIs to do it, checks the result, and hands off to a person when unsure. That autonomy is why agents need test sets, tracing and approval gates. Our guide on how to build a custom AI agent covers the parts.

Which frameworks do AI agent development companies use?

The firms in this guide most often name LangGraph, LangChain, CrewAI and AutoGen. Some also name LlamaIndex and Model Context Protocol, an open standard for connecting models to tools that the Linux Foundation's Agentic AI Foundation has governed since December 2025. In our view, the framework matters less than how the vendor tests and monitors what it builds.

Is it safe to hire an offshore AI agent development company?

It can be, if the contract and the data flow are right. Check where data is processed, who can reach production systems, how many working hours overlap, and whether the code is assigned to you in writing. Regulated data can limit where work may be done, so confirm with your compliance team first.

Do I need a SOC 2 report or a HIPAA agreement from my vendor?

SOC 2 is not a legal requirement; it is an assurance report that many buyers ask for. HIPAA is different. If a vendor will handle protected health information for you, HHS requires a written business associate contract first. In both cases, ask for the document itself.

Your next step

Pick three firms from the table, send each the nine questions, and score the written answers. One afternoon of that will tell you more than any ranking of the best AI agent development company in USA, including this one.

If an offshore team fits your budget, Programmers Venture will answer the same nine questions in writing. Request a free quote and hold us to the scorecard.
